Only certain sections and individuals within the above organisations can obtain authorities for the use of directed surveillance or Covert Human Intelligence Sources. These are listed in Statutory Instrument 2010 No.521.

In addition, the following public authorities have been listed by Northern Ireland Government (Stormont) under RIPA (NI Statutory Rule 2002 No.292) as having powers to use Directed Surveillance only (not Covert Human Intelligence Services)
